Ketho is a Hainish officer aboard the Davenant. He has studied Odonian ideas and asks Shevek to let him land on Anarres as the first voluntary visitor from outside in generations. He knows the arrival may be dangerous and still chooses it. The novel ends as he and Shevek approach the moon, so his reception and later fate are unknown.
